I SECTOR FOR INTERNATIONAL COOPERATION IN THE AREA OF LABOUR AND EMPLOYMENT AND THE LOCAL LABOUR MARKET
Sector for international cooperation in the area of labour and employment and the local labour market discharges the following duties:
-intrenational representation and cooperation with international organizations and discharging of international commitments from the area of labour and employment,
-collecting information on labour supply and demand at the international market and submitting information to Entities’ institutes,
-initiating the contracting and signing of international contracts from the area of labour, employment and social security and monitoring their implementation,
-monitoring the implementation of The International Labour Organization Conventions and international standards in the area of labour and employment,
-cooperating with The International Labour Organization (ILO) and reporting to the ILO on the implementation of conventions, recommendations and resolutions,
-participating in preparation of the harmonizing of BiH regulations with EU regulations on labour and unemployment insurance,
-taking care of transparency, nondiscrimination and improvement of active and passive policy measures in the state, following the state of labour market in Europe,
-taking care of informatic and other linkages of the labour market in the country with the labour market in Europe,
-proposing measures and activities in order to align the conditions at the labour market in BiH with the conditions in EU,
-participating in preparation and implementation of international contracts and agreements,
-observing the overall movements at the labour markets of other countries, legislature and regulations related to foreign workers and their implications on employment of workers from BiH,
-keeping record at BiH level based on information and reports obtained in accordance with international regulations,
-monitoring, observing and analysing characteristics, phenomena and criteria of essential influence on unemployment and employing in BiH,
-drafting and participating in the drafting of material from the area of employment and employing for the needs of the Agency and related organs and organizations in BiH,
-keeping records of employment, unemployment and employing, and social insurance entitlements in BiH at BiH level based on Entites’ reports and reports from the Brčko District of BiH and delivering reports for the needs of adequate organs in BiH.
1. Department for international cooperation in the area of labour and employment
Cooperation with the International Labour Organization (ILO):
-Implementing ratified ILO Conventions in the area of employment and employing,
-Preparing legal acts for adoption and implementation of unratified conventions,
-Participating in preparation, adoption and implementation of labour and employing policies in order to create conditions for the implementation of ILO Conventions,
-Reporting to and cooperating with the ILO in the implementation of conventions, recommendations and resolutions,
-Discharging finantial and other commitments of BiH towards the ILO,
-Cooperating in development of macroeconomic employing environment and nondiscriminating policy in employing,
-Participating in the work of the ILO, its bodies and organs.
Cooperation with the European Union:
-Harmonizing the regulations in BiH with the regulations of the European Union on unemployment insurance, active and passive employing measures,
-Activities to increase movability and employing without limits and discrimination,
-Creating conditions for equal treatment of BiH citizens employed in Europe and foreign citizens employed in B-H,
-Developing plans, actions and projects in accordance with the instructions and recommendations of the European Union.
Bilateral and multilateral cooperation:
-Preparing and implementing international contracts and agreements,
-Activities in undertaking commitments from contracts with other countries on social security and unemployment insurance,
-Planning and creating conditions for employing BiH citizens in other countries and for possibilites of return and employing in BiH,
-Assessing labour force quota for Bosnia-Herzegovina (detachments),
-Other affairs related to the work of BiH citizens abroad and foreign persons in BiH.
2. Group for the local labour market
Analysis and improvement of the labour market:
-Improving systems and coordination in employing;
-Coordinating between Employment Institutes and Services in the Federation of BiH, Republika Srpska and the Brčko District of BiH in order to increase employment;
-Implementing general employment policies in BiH;
-Analysing and proposing measures of macroeconomic policies in employment in order to increase employment and nondiscrimination,
-Drawing additional resources for the implementation of employment policies,
-Harmonizing policies and measures of social security and unemployment insurance,
-Monitoring, analysing and informing publicity and international organizations on the labour market and policies of work in the country,
-Keeping record, statistics, documentation and information services on the labour market,
-Analysing, researching and developing the labour market, supply and demand, new vocations,
-Keeping records of employment, unemployment and employing, and social insurance entitlements in BiH at BiH level based on Entities’ reports and reports of the Brčko District of
BiH and delivering reports for the needs of adequate BiH organs.
Cooperation with market oriented agencies and funds:
-Training, vocational training and retraining centres
-Micro- and macro-enterpreneurship development agencies,
-Employment and employing support funds and keeping up the existing employment rate,
-Funds supporting employing in under-developed areas and areas lagging behind.
II DEPARTMENT FOR LEGAL, GENERAL AND FINANTIAL AFFAIRS
Department for legal, general and finantial affairs discharges the following duties:
-participating in preparation and iniciating the entering and signing of international contracts from the area of labour, employment and social security and monitoring their implementation,
-monitoring the implementation of the International Labour Organization Conventions and international standards in the area of labour and employment,
-preparing and drafting general and individual acts and acts beyond the sphere of work of other organisational units,
-legal-binding and organisational and personnel affairs,
-representing the Agency in court proceedings by authorisation of the Director of the Agency,
-preparing contracts the Agency enters with third parties,
-personnel, administrative, technical and other affairs,
-monitoring and realizing revenue and expenditure of the Agency,
-other affairs in accordance with the current regulations on finantial and accounting affairs,
-general, technical and other affairs.
